Cover the authority to create and fill a post; the job profile and the inherent requirements of the job; advertising; shortlisting criteria set before applications are read; the panel and its composition; interview record-keeping; verification of qualifications, criminal and credit checks where lawful and job-related; reference checks; the offer and its approval; and the appointment record.

What to look out for

Criminal and credit checks must be job-related, and credit checks in particular are constrained — a blanket policy of checking everybody is difficult to defend. Set shortlisting criteria before the applications are opened; criteria written afterwards are indistinguishable from a preference, and that is exactly how an unsuccessful candidate will describe them.
